| Short Description: | Kent County Council (KCC), as the Waste Disposal Authority, currently manages the receipt and processing of approximately 25,000 tonnes per annum of Wood Waste deposited at Household Waste Recycling Centres (HWRCs). KCC requires new supply arrangements for the processing and disposal of HWRC wood waste with the new services commencing on 15th November 2026. Through its contracts with third-party waste transfer providers, KCC will deliver this material to the provider’s waste processing facility. The provider will need to have the following in place as a minimum: •a waste processing facility with appropriate environmental permits and planning permissions, and with sufficient capacity to process at least 25,000 tonnes per annum allowing for seasonal and future fluctuations in tonnage; •an automated electronic weighbridge capable of accurately weighing of all material delivered to the facility and of providing KCC with appropriate management information (including transaction listings); •policies, procedures and operational practices that manage materials in accordance with the waste hierarchy to maximise reuse and recycling and minimise disposal with the expectation that no wood waste will be sent to landfill. This should include segregation of wood into appropriate grades, and the use of recycling processes for higher grade or blended material and suitable recovery or biomass solutions for lower grade material; and •robust business continuity and contingency arrangements to ensure continuity of service in the event of plant failure, or facility unavailability, or other operational disruption. •Arrangements for compliance with the UK Emissions Trading Scheme (ETS) where applicable including monitoring, reporting and management of any ETS related obligations associated with the treatment or recovery of wood waste The overall estimated volume for this contract is circa. 25,000 tonnes per annum. This figure is indicative and no guarantee of tonnage is given. This contract will be comprised of a single lot. The initial contract term will be 5 years, with an optional extension of up to 2 years subject to performance and mutual agreement. |
