Short Description: Medway Council wishes to engage all tenderers under the Professional Services Framework for Consultancy Support (Lot 2) to commission a consultant to prepare tender documentation to be issued by Medway Council for a scheme at A2 High Street Rainham junction with Mierscourt Road. The commission shall include two separate phases; Phase 1 - preparation of a set of tender documents, and Phase 2 – technical support during the tender stage for any tender queries. Medway Council is seeking to tender for junction improvement works at A2 High Street junction with Mierscourt Road, Rainham, Kent. The detailed design stage is complete, the scheme has been through the Road Safety Audit process and public consultation. In order to construct the works, a competitive tender is planned to be issued that will cover the main civils works, street lighting and traffic signals. This project has been ongoing throughout 2024/25 and is continue into 2025/26, with the school summer holiday period the next available working widow for the construction works. It is proposed that this commission be two phases, essentially covering: 1) the tender preparation stage, and, 2) the tender phase. The schemes objective is to improve capacity at the junction of A2 High Street Rainham and Mierscourt Road with the aim of supporting reliable journey times and improve traffic flows at the junction. The highway is constrained at this point, where the existing right turn facility on the A2 for Mierscourt Road can lead to traffic waiting to turn right to block eastbound traffic on the A2, especially if larger vehicles are involved. This can contribute to congestion and delays on this key part of the road network. This scheme has been under development to improve current operation. This improvement supports keeping Medway’s network moving and helping to ensure efficient and reliable public transport options. As part of the scheme the traffic signals would be upgraded to help efficient junction operation. The proposals also include: •Improvements to the right turn lane for Mierscourt Road, providing wider space overall, •Removal of a traffic island on the A2 outside the United Services Club as part of the improvements to the right turn lane for Mierscourt Road, •Kerbline adjustments on the A2 either side of the Mierscourt Road junction as part of the right turn lane improvements and to provide a better alignment through the junction area, •Removal of a traffic island on Mierscourt Road to enable heavy goods vehicles to turn in to, and out of, Mierscourt Road, •Existing signalised pedestrian crossing facilities are to be improved, including the relocation of the crossing point in Mierscourt Road closer to the A2 junction to be more on the desire line, •Replacement of existing traffic signals equipment including upgrading existing crossings to Puffin type, •Accessibility improvements on the A2, adjacent to a pay and display car park, including filling in the existing bus stop layby to provide improved footway and bus stop facilities and areas for soft landscaping and tree planting, •Footway improvements on Mierscourt Road for the bus stop opposite Longford Close, which doesn’t currently have direct footway access to/from the A2, •Replacement of asphalt footways with block paving slabs, •Decluttering of guardrail and bollards, with any new street furniture to be decorate type, •Imprint material in a block paved pattern within the vehicle crossovers and as part of new over-run areas within the junction of Chapel Row, •Soft landscaping within the P&D car park, replacing road marking hatched areas, •Street lighting improvements.
