Scope
Description: Medway Council are looking to commission a multi-disciplinary service to support project delivery through all RIBA stages up to Stage 7. Please price all RIBA stages on which the evaluation and award will be based, providing a breakdown by stage (please insert a table) as well as by role (table provided). There will be a break clause after RIBA 2 at the end of the feasibility stage we will need to refer and know that proposals will be accepted by planners and other relevant stakeholders. We will also need to ensure that additional funding can be secured to complete a full design and build programme.
Medway’s Local Plan shows the need for approximately 25,000 additional homes across Medway by 2041. It is likely that the adoption of the Local Plan in 2026 will increase the rate of housebuilding.
In 2023 Medway’s population stood at 286,000 and continues grow. With the addition of the new houses it is expected that the population will increase further and significantly in excess of 300,000.
The housing developments expected under the local plan will require additional school capacity.
The number of pupils with Special Educational Needs is increasing. This is due to increasing number of pupils overall, and a higher proportion being assessed as having additional needs. Ideally these pupils will be taught in a mainstream school with support, from a resourced provision or SEN unit for those who have higher needs, or a Medway special school for those with the highest needs.
In Strood we are looking at creating additional school places at Temple Mill Primary School, by expanding this provision by a further one form of entry and creating an SRP for up to 20 pupils. Temple Mill currently is a single form of entry school with its own onsite nursery.
We would therefore like a feasibility study master plan undertaken with relevant options and costs to include both the SRP and expansion elements but with emphasise on the SRP being delivered first. Both are dependent on the availability of S106 contributions as these will be our main source of funding for this project.
Both Medway Council and the school/trust would like input into any initial proposals as a discussion has already taken place on how this could possibly be achieved with the space currently available.
